To assist government to promote economic system reform of China Optics & Optoelectronics Manufactures (COEM), help council members to transfer business mechanism, adapt to the development of socialism market.
    To carry forward investigation of COEM and marketing research, provide government proposals of the developing plan of COEM; carry out market forecasting providing information for government and council members.
